On November 17, Bulgaria's Deputy Prime Minister and Foreign Minister Ekaterina Zaharieva is to participate in the EU Council of Foreign Ministers. Sofia is expected to say it supports the start of talks between the Republic of North Macedonia and the EU, but before that Skopje must implement the 2017 good neighbourliness agreement with Bulgaria.

In an interview with the  Bulgarian National Radio, Bulgaria's Deputy Prime Minister Krasimir Karakachanov stated that "\Bulgaria supported the membership of North Macedonia in the EU, but only after it had undertaken the relevant commitments on the disputed issues. "When this is resolved, we will agree to start concrete negotiations", he said.
Bulgaria's Vice President Iliana Iotova told BGNES that Bulgaria should remain firm on its position on the conclusions of the National Security Advisory Council, as well as on the subsequent framework position of the government and the declaration of the parliament. "There can be no compromise with our history, especially when there are claims for the future," Iotova stressed.
