Caretaker Premier Dimitar Glavchev said from Brussels that Ukrainian President Volodymyr Zelenskyy has shown full understanding regarding the decision not to sign the Cooperation Agreement with Ukraine without a sanction from the National Assembly.
''There will be no diplomatic scandal, there is absolute understanding.
