Plamen Dimitrov, president of Bulgaria’s largest trade union, the Confederation of Independent Trade Unions in Bulgaria (CITUB), has warned of a potential shortfall of around 17–18 billion leva (EUR 8.7–9.2 billion) in next year’s draft budget.

Speaking in Pernik, Dimitrov said political stability was essential, particularly as the country faces one of its most challenging budgets in decades. “At a time like this, the sustainability of governance is more than necessary,” he told reporters, according to BNR correspondent Elena Tamakyarska.

He added that any government reshuffle should take place as soon as possible. “The key question for me is what will happen with the budget and funding for salary and pension systems, which people expect to hear about,” he said.

“Some spending cuts may be possible, but in my view this is unlikely, particularly when it comes to pensions and salaries,” Dimitrov added. “We will not allow these funds to be cut — on the contrary, growth is needed in these areas, which will require higher tax revenues. The question we are raising is how these will be collected.”
